Audio setup with OEM SE-420 speakers with VOLT+ With Stepped Attenuator amplifier to be used with PC

Hi, FM's I'm Francis.... a new member in this forum.
I'm planning to put together an audio set-up to be used along with my laptop, which will mostly be used for music and movies. Would like to know what the FM's feel about it (will it work?) and suggestion for improvement if any. My budget is around 20k.
A detailed list about the components below:

I do not have experience with those speakers but I'd like to add that in budget range, Polk T 15 makes good sense
 
So if I'm planning to use the volt+ amp with my tv should i add a dac or should i add a preamp to get the best experience?(I'll probably be using it with bookshelf speakers such as mission lx2) do i need to get a media player?

Thank you sonus for your suggestion..... Polk T15 more reviews and almost all positive, but the prices have increased and being sold at 10- 15k in online stores.
The volt amp seems ok, but it does not come with a PSU - so budget for that

Speakers, haven't heard them, so can't really comment.
