Look at some of Fiio offerings on Amazon, that is the bets bet in this budget. If you are not averse to a simple cheap looking box then can look at hifimediy DACs as well.
Fiio generally out performs with respect to its price, so a safe bet.

I think HD 598 (impedance 50 ohm) can be played with FiiO X3 Mark-II without any amp.
