Double standard in Indian DVDs

I just bought a JVC projector and blu ray English movies look spectacular. Yesterday I tried a local Malayalam DVD and found the picture was not coming. On closer examination I find that all the local DVDs come formatted in NTSC and region free but we know that 480i gives the least resolution. I changed the video output setting of my Oppo blu ray player to 1080p instead of source direct and now DVDs work fine. Modern projectors like JVC do not accept native 480i signals.
The puzzle is how come in our country following PAL for video display the local DVDs are formatted in NTSC?
 
Maybe they are export stocks? Are these old movies or relatively new?
