Not sure how they are going to do that as the signals are encrypted and the respective set top box alone can decode the signals. They might launch a TV tuner card with the encryption chip embedded so that you can utilize it in PC and view the same.

Everywhere TV is an offering by Tata sky which allows you to view Live TV on your mobile phone. This service can definitely be extended to all kinds of screens (PC/Mobile/Tablets)

If PC monitor has HDMI in, yes you can.

Now, a laptop HDMI is output only, not input.
