It's fact and not insinuation hence it's not implying anything but stating fact. The explanation for what it is in the first paragraph of that article.

it means each of us have a frequency curve of hearing just like a speaker has one of listening. is we have evolved to have different amplification to different frequencies and amplitudes and even that differs from person to person.
so if 2 people are listening to the same music in the same position they will still hear it differently
