Impedance in speakers and head phones are different?

It is common truth. Low impedance speakers like 4 or 2 ohms speakers needs heavy power to drive. But in the headphones higher the ohms cans need hp amps. When i google little bit confusing since i was art student. Not a technical man. I would be happy if any body clear me in simple. My assumption is less impedance speakers is very hard to drive to get a achieved target of music in strength so only good powered enough amplifier can do it. But in hp it is viceversa why?
