Recognize new battery vs old one

The story goes-​

Emerson tried to install a new battery against my faulty online UPS battery. Even though the engineer insisted it was brand new, I asked the engineer to check all parameters on digital multi-meter i guess and he found
--voltage - came around 12
--load (i guess he said load)- came around 5.6 (but according to engineer should have been 10.5)
After that engineer admitted that the new battery was actually a old or faulty battery.I refused to proceed.

Now all checks using digital multi-meter was done after removing the battery from ups and separately.

Now my question what steps or methods or questions or checks I can ask the engineer to do so that I make sure I am getting a brand new battery and not an old used one or faulty one ?

why dont you buy the battery yourself directly from the battery dealer? this could eliminate all the doubts.
