Record/Monitor Domestic power supply from EB - How?

I am having some issues with my electricity board (TNEB) and I need to be able to rig up some sort of device which can monitor the incoming electricity and record the results on a continuous basis. Is that even possible? Raspberry pi based solution with storage perhaps?

Basically a device which would be connected to the incoming 3 phase supply, monitoring and recording the voltages on a regular intervals and user can access this statistically.
 
You can rig up a video camera recording a stabilizer with Voltage meter. If you need to record frequency changes it would be difficult. But a forum member in the past had posted Electricity Board's own website showing daily frequency fluctuations. Unfortunately I can't remember or find it.
