i have the jbl L7 speakers which have not been used for a few years now. there is a tear in the speaker surround foam/rubber ( it seems to be rubber).
will it affect the speaker/sound quality if it's used with the tear?
is there any way of fixing it without changing the surround?

Don't know about the sound quality but from the pics I guess the damaged part moves with the cone. So to restrict further damage I would suggest repairing it. I think small thin cloth with rubber solution would work. Not sure though.
Regards

+1 to above solution, i done the same, but inner side.you need to open the drive and fix the thin cloth with thin coat of rubber solution.
