Which one Should I consider Bitrate or Resolution for 4K TV

I have 4K 43 inches TV , When playing content which one should I consider for better quality.

Video 1: 4K
Resolution : 3840 * 1608 with HDR
Video Bitrate : 10 Mbps to 15 Mbps

Video 2: Full HD
Resolution : 1920 * 1080
Video Bitrate : 25 Mbps to 30 Mbps

High Resolution with low bitrate or Low Resolution with high bitrate .

Depending on the grade, HDR makes a big difference. But, if there is no HDR, in most cases high bitrate 1080p will look better than a low bitrate 4k.
