Yes, asrock steel legend b450 mobo got optical out. And it does work with Dolby digital 5.1You can always use a pcie sound card which has a toslink connector like the one below:

Some motherboards even come with an optical audio out built in to the rear I/O.
Check your motherboard spec. If it has a spdif header, you can easily get coaxial out for less than 20 rupees. All you need is a RCA socket and two wires which is available in any electronics shop easily. I am using it like this. Does it output 5.1?I just bought a Douk audio usb to coaxial SPDIF converter as a stop gap arrangement. It's working well.
