Not Deja Vu Docd
Both websites look alike because both are using a similar theme\skin in the vBulletin forum software. IMO HFV GUI has been customized further, not so much on the other site.

It won't be personal. I'm afraid that this is because certain ISPs in certain countries get a bad name as sources of spam, so forum admins ban whole IP blocks.
