Dell Venue 7 as a Universal Remote

I would like to know if any one has tried the Dell Venue 7 as a Universal Remote - like substituting it for Logitech Harmony? If Dell Venue 7 doesn't have the IR capability can you suggest another tablet or smartphone which can be used as a Universal Remote controller? TIA
