I am thinking of buying the XDA-1. According to the specs it supports 24/192 input but one the other hand I read it is a USB 1.1 device which can only support 16/48 input.
Does anyone know whether it is truly 24/192 device or does it upsample 16/48 samples to 24/192 only ?

It does not upsample anything. The specs only mean that it can play upto 192/24.
 
OK, then the question is can it take a 24/192 input through its USB or does it expect it from SPDIF ?

I think both. I was using this as soundcard with my HTPC and it was able to play 192/24 without any issues. And I also tried it with optical and it played the same resolution files smoothly - this time from a media player.

Actually it does not play 24/192 through the USB. The PC can output 24/192 but the DAC downsamples it to 16/48. The USB interface is 1.1 not 2.0, so it cannot handle the bandwidth. Anyway may be time to give HRT Music Streamer II a try.
