My phone has a separate "DSP Manager App," but I think it is specific to CyanagenMod. Can't see it on Google play, so it may not be available independently. However, EQ doesn't seem to work on my phone (Defy+) (I keep meaning to Google about this) and I think there may be hardware limitations.
'dsp manager' search on Google play has a number of results. We should try 'EQ' search too.
