Hi
If I have DAC which support sampling rate 24/192 Hz. If I connect DAC to computer via USB (to bypass computer DAC) and play music file in laptop. The music file having resolution 384 Hz, then can DAC handle higher sample rate?

No...the DAC will be able to output the music in 24/192 as given in the specs or probably be able to down-sample the files to a lower sampling rate which would normally be selectable in the settings of the software which is used to play the music files.

No. But you can use a media player like Foobar or JRiver to down sample the 384KHz file to 192Khz without any problems. In fact that is what most people are doing with computer audio i.e. doing the conversion in software to the sample rate matching the DAC input.
