how do I set up a good home theatre?

Hi all,I am new to this home theatre arena.I have a 12 x 12 room and want to set up a home theatre system.My problem is how to buy a av receiver and what speakers to buy ,how to match them etc.My budget is sround 23000Rs.
Can I get something like JBL in this price .
