I have connected my devices(Media player,Dish truHD(STB),laptop etc) to AVR denon 1311 via HDMI cable.

While switching from media player to STB AVR is not able detect signal(I am restarting STB for getting signal). But while switching from STB from media player there is no issue. What could be the reason.

This is known as HDMI handshake issue which is a common problem with any AVR while using STB. My denon 1612 has also this problem. To avoid this I am connecting the STB directly to the TV and using SPDIF for audio. Quote from AVS froum:

HDMI Handshake: Handshake issues will most often present as "audio dropouts" or sometimes video display issues. HDMI handshake issues with cable/sat boxes are quite common (with any brand of AVR) and are usually always the fault of the cable/sat box not being designed to be connected to an HDMI repeater (ie. AVR) which is why they work without issue connected directly to the TV. The first thing to try to resolve the issue is to ensure the source device having the issue has the latest firmware installed. Next try following this turn ON order: TV first, wait a few seconds, then the AVR, wait a few seconds, and finally the source device.

If the issue involves the cable/sat box, your best option to avoid the issue is to connect the cable/sat box HDMI directly to the TV and use ARC to send the audio back to the AVR (if you have an HDMI 1.4 TV w/ARC) or also connect an optical cable from the cable/sat box to the AVR. If you don't have an optical cable available, you can also use a "yellow" composite video cable and connect it to the SAT/CBL coax digital input on the AVR next to the optical jack.

Can you please retry by ensuring that the other device is running already before switsching using Denon? I have the same problem and I use the workaround as always.

I am facing this problem only with DTH. For all other devices there is no such video drop. Switching physically off and on can remove the problem temporarily. So I connected the HDMI to the TV directly. Switching between devices is not a problem as I have Harmony Universal Remote.

This could also be the issue with the STB, it might be hanging. I faced the similar issue while using with D 1312. But the culprit was the Airtel STB which would hang (probably due to overheating). So I just restart the STB and it works. This used to happen even when there was no AVR in picture.

In my case it is not due to hanging of STB. It happens everytime I start my STB and I need to physically turn off the STB power and turn on again. The sound works, but only video dropout.
