Any TV brand - is it possible to screen mirror using Data alone

Not using WiFi? Almost most TVs don't have screen mirroring without WiFi. And the irony is with WiFi I don't even have to think about this problem but when I have a data connection that does not let me screen mirror to my TV, I am wondering what the hell!!

Tethering hotspot nothing seems to get going.

A tree branch upset my WiFi connection and due to cyclone it will not be attended that easily. And no matter how I try I am not able to pair my phone to the 8000H I bought recently. I use an Oppo F11. Any ideas? I tried tethering and hotspot but to no avail. Ok let me wait for the storm to pass away and get back to show time!
