The speakers in question are the Monoprice 8247.

Here is what the cnet website say about them in conclusion after a thorough test:

"If you're buying a 5.1 speaker system on a budget, our recommendation is simple. If you can spend $400, go for the Energy Take Classic 5.1 or the Pioneer SP-PK21BS. If you can't spend that much, the Monoprice 8247 is the best deal we've seen"

I am wondering if these speakers could be the answer for folks who are looking for HT setup in the range of 25k. If this 5.1 setup is combined with something like Yamaha 371 then the resulting HT could be at the price level of HTiB like the Onkyo 3400. Its believed that the speakers provided with most HTiBs are the weakest link in the chain so maybe these speakers would be the game changers. It would be great if someone goes in for these speakers and posts a review.
