How to convert 24/192 flac files to 24/96 ?

I have some 24/192 flac files that I want to convert to 24/96. How do i do it on either a windows or a linux based computer ?

Found this on another forum-
A new resampler DSP for foobar2000 - Hydrogenaudio Forums.

I have not yet tried it but it is supposed to work with foobar.

Any good audio converter lets you select ouput sampling frequency.
