How to mount driver?

I am building a 2 way bookshelf speaker. I am planning on using these peerless woofer.
Peerless - 5.25" Coated Paper Cone Woofer - M13NH

It looks like it is designed to be mounted from the back of the panel. This would mean the driver would be in a 12mm hole. I've read that it is best to mount the drivers flush. What can i do? Can i sand the edge of the hole.

also what do i look for in a tweeter to pair with this woofer.
 
Yes this is supposed to be flush mounted. Which can be obtained by two ways either cur the thickness of the speaker front from the baffle or use two baffles for the front one which is same thickness of speaker front and another one just like the ones you are using for the other sides..
