IPTV and Streaming device options

Hi,
I have moved to Europe. I am looking for some inputs on which are good IPTV options and ways to stream them.

1. I moved my Tata Sky HD to my parents place. Can I use the TV anywhere to stream the TV signal to my mobile device?
2. Can the same be streamed to a TV?
3. Is Roku better or Google TV? I didn't see many Indian Channels on Roku other than YuppTV.

Please help me with your valuable inputs.
