Since the very beginning I have refrained from buying 4k blu-ray discs as my ps4 won't support 4k blu-ray movies and I dont intend to go the ps5 way. I was told by a friend that I may still buy a PC blu-ray writer, buy 4k br discs, rip it into a hard drive and then use plex server and ps4 as it's client to play 4k br discs. If this is possible, is it worth a redundant exercise or is it cumbersome?

Yes it is possible. You can use the same PC to stream as well. There are dedicated BD ripping devices and streamers like Zappiti but on an expensive side.
