LCR+low res+esr meter

I am looking to buy an LCR meter with low resistance and preferrably a ESR meter with it... I saw the following one on ebay. Any one used this. Is there a better option than this.

It's best if you get separate instruments for the LCR and a specialist capacitance meter with ESR capability.

For LCR, there are a variety of meters below USD 40 - search for "DM4070", "XC4070L" or Mastech 8201 or 8222H (and many others).

For Capacitance and ESR, the best bet is the M328, based on AtMega328 microcontroller, which can do a test and measure a vast variety of active and passive components. The basic assembled board without a cabinet costs less than USD 25.

none of these do milliohms very well, considering their resolution and accuracy. I would like a setup that can do 1 milliohm or atleast get as close to it as possible.
