Making payment at foreign websites financially hazardous?

I was wondering if I should post this in the General section. However I thought this might be interest quite a few people here.

Are you making a payment to a non-resident? - Livemint

I got a little bit confused reading this. Does this really mean trouble for people buying things (turntables, LPs, amps, etc.) from abroad?! Does anyone know more about this new amendment in Budget?
