Need advice!!!

Hi All,
My shipment contains DIY amp board and some components got stuck in chennai customs. My friend send the package from Italy. He mentioned 500 euros as its worth for inurance purpose. He insured the shipment. Shipment was detained. I received a letter from customs asked to produce "purpose of import". He didnt have invoice to produce. Without knowing the value mentioned for package I produced paypal invoice for 12k. Now again it got detained. Now what should I do. How to proceed to get clearance for release of the package? Please give me your suggestions.

Pay fine plus Customs a nd get it out. I see no other way. Unfortunately, BTDT

I am ready to pay the duty. But they are not telling anything clearly. They are telling importing electronics so no allowed. I didnt understand.
