Need budget HTPC

Hello Friends,
I need a HTPC with average gaming capebilities. I've a budget of about 20K.
First IS this possible to build in this budget?
If Yes please suggest me the configuration I should got for. I want to have a smaller size cabinet not a very bulky one.

If Not possible in this budget then how much I need to stretch?

I've display panel so just need CPU.
