There is no room for improvement in sound quality since the older FLAC encoder does perfect lossless encoding and decoding, which means that when using FLAC there is no loss in sound quality. There are some minor improvements and bugs that have been fixed in the new version and most of these relate to stuff hardly used by most people.
If a significant improvement can be done for a lossless format like FLAC then it would mostly relate to the efficiency of the enocder (better compression), which would translate into smaller files. Increase in sound quality can be made for lossless formats like MP3, AAC ect.
