Onkyo SR600: Poor output at low volume

I have a 2002 Onkyo TX-SR600 which has seen relatively low use through its life. In fact from 2003 until 2012 it was lying unused as I was out of the country. This receiver does not have HDMI inputs but does offer Optical inputs.

Inputs to the RX are Optical from the LED TV, which in turn has HDMI inputs from the HTPC and Tata Sky boxes.

The speakers are a 5.1 setup, Sonodyne Sonus 2504 floorstanders along with a Sonus centre and Sonus bookshelves bringing up the rear. These are bought recently. The sub is a Pure Acoustics something or the other.

I've been using this setup a little more of late and find that it has little or no output until the volume levels hit around 45. IIRC the Onkyo tops out around 80.

Is this an inherent issue with some Onkyos or am I doing something wrong? The only other thing I can think of is getting sound directly to the RX from the source(s). Will a pre Amp help or is it even necessary? Is this an issue with matching the resistance?
