Google for Corsair TX850M power supply pinout or wiring diagram. You will get plenty information about all the different voltages for each wire colour. ( The colour coding for the voltages are pretty standard). You can check all the voltages with a multi meter or get someone to do it for you. Make sure you are looking at the 220v version.

short Green and any of the Black wire in the SMPS connector and switch on the power, ur SMPS fan should run. This meaning SMPS is not at fault. u can start from there.
