My music library is split between my phone and laptop. The dac-amp is connected to laptop via USB. Playback on PC is through Foobar2000, which is also configured for control via phone through the android app for it. Now I am looking for a way to playback the files on my phone but have the audio routed to usb output of the PC. Stipulation being that it has to be done over WiFi, not Bluetooth and without any extra hardware (Chromecast or such). Thus I'm looking for a software solution for this.

Though I don't currently use foobar2000 I once used it. Install Bubbleupnp on your phone, in the app settings enable upnp server and share your library. Now your phone should apprear as a media server in foobar2000 provided you have installed the upnp plugin for foobar2000 https://www.foobar2000.org/components/view/foo_upnp.

Now you can browse and play phone library on the pc.
