The add on Circuit makes complete nonsense of the LM317's Voltage Regulation....

something seriously you have mistaken ..it is only acting on the noise, Not a regulator ...also do visit EDN for this additional circuit.
I have a DAC in the making , I will post the noise plots from my Scope with this circuit.
