After some search on line and reading, i found Panasonic in terms of features is better value for money for a 32inch below 40k as compared to LG Sony Samsung

The refresh rate of 100Hz costs 5k more for those brands.

Should I chose a TV based on its refresh rates?

another person reading specs and believing he will get 100hz, dude it's always native 60hz only no matter what motion technology they use. Only some Tv's can do more than 60hz, you will have to use Pc to use that setting. My Tv can do 120hz but only in 1080p and 4K@60hz only.
Panasonic after sales service is absolutely rubbish, stick to Sony, Lg or samsung. Sony launched w67-w77 series starting from 32inch which can do PS4 games and nuilt in netflix app in HDR.

How much do they cost? I am under a strict budget as this is going to be my secondary TV, for bedroom. Do not want to spend anywhere upwards of 35k.

....And will be used only for HD DTH and online content (only if smart TV option is within budget _ i am leaning more towards Amazon stick )

I saw the 32inch selling for 33k at a local shop in my city. HDR is only for the built in Netflix app and PS4 games. Please check yourself before buying it. Also the 32 inch klv w67e series does not have triluminos display or wide color gamut. The w77e series has both but they start at 40 inch and price is also high.
 
Ok. So all things considered, which according to you is the best choice from the market for a 32 inch TV within a budget of 35k

If picture quality is the main concern, go for sony.
Which of the two should I go for?

Without thinking much I would pick the model with HDR as there is not much price difference.
 
HDR is not for external sources it's only for built in Netflix app and PS4 games. HDR would also look bad since it does not have wide color gamut. Please visit sony center and have a demo before buying it.

So, W56D would be with better PQ than W67E for DTH HD, right,?

If it has triluminos display then for sure if not then it's safe to assume the latest model will have a better PQ. I have seen some videos on youtube regarding the 32 inch HDR do check it out.
