20Hz (-1dB) will be difficult to build because for this kind of a sub the resonating frequency of the woofer should be in the region of 20 to 25 Hz. This would be possible only with woofer's size of 10" and above. The enclosure for such woofer will be quite huge, due to high Vas of the driver which might not be practical in home environment. To achieve 20Hz (-6dB) will be possible with a 6.5 inch woofer also and if you go for an 8" woofer a low of 15Hz (-6dB) is also possible and the dimensions too are quite practical.

I do not have the cost and will have to get the details about the driver & the amp for the costing. Once the design is finalized things might be more clear. Probably a group buy can reduce cost drastically.
