Assume an amp is rated as 100W @8 Ohms. Depending on how robustly designed is the power supply, it could produce upto double the power (200W) at half the impedance of 4 Ohm. And perhaps even 400W at 2 Ohms.
Now do backward calculation for, say 16 Ohms load.
A lower impedance amp should be okay playing a higher impedance speaker. So a 3 ohm amp can play an 8 Ohm speaker without killing itself. However, How well it can play is the question. On the other hand, an amp designed for 8 ohm speakers if connected to a 3 ohm speaker can kill itself.
