Easily can. I have those in my room, cut out light completely for daytime projector viewing and keeps the sound contained.

Are you looking for window or door soundproofing?
The best way to do that is use LG sound proof windows and for doors you can use foam strip on the edges.
Sound proof curtains would be simplest way, get cloth.from city market and get it stitched with help of local tailer.

Thermal insulated curtains might be very useful.

I had used a sofa cloth as curtain.

It is heavy and can deflect Bass waves as well as blacksout light.

In addition it looks good with choice of designs to suit your room ambience.
