best universal remote under 4k..?

I think Logitech Harmony 525 can support upto 10 devices. The battery life is very poor. Use rechargeable battery.

I doubt you would get one that controls all 7 in that price range.

Have used One4All and Logitech Harmony that can control up to 4 devices.
These are around 2.5-3k.

I found one4All a little better but logitech can be programmed via the usb port.

Logitech Harmony 650 is 4.2k but I think it can support only 5 devices ... marginally above your strict budget
You can also try One4All 7960 around 1400/- I think it supports 6+3 devices
