Carpentry workshop

For millimeter precision I took it to area near Phule Mandai where lot of people cut designs into wood. There I got precision of 1mm. I paid 10 Rs per hole and it was cheaper to get transported planks there than investing into tool.

I got my speaker baffles cut in same way - these people who cut
designs use hand held router and jig saw tables. Rate was the same
in Hyderabad also - Rs 10 per hole, and pretty accurate.
They are quite skilled, and even made 6mm deep inset/rebate for
flush mounting the drivers.
M-seal epoxy and/or rough file can be used to fix minor issues, if any.

If all you want is a hole right through the wood then you can even fix a jig saw on a guide made like the Jasper Jig and it will cut a very neat hole.
With a router , you get a lot of very fine powder. You SHOULD cover your nose with a regular particle filter or at least a cloth and close the doors and do it outside or in a verandah if you are in a flat.....with doors closed. Otherwise it will leave a fine layer of dust on EVERYTHING ! Easy way to get a divorce ! :)

Be careful with a router. The thinner bits can break very easily if you push it too hard . Everything should be done 'gently'. A bit is running between 10 to 30,000 rpm. If it breaks and flies off it could do some serious damage. Good tool bits don't break so easily but there are tons of low cost Chinese bits in the market.....
