Convert VHS to DVD

Anybody doing this in Mumbai?

I have an odd problem. Trying to digitize a film that's been horribly cut in commercial DVD releases. I got the VHS taped sometime in the 90s and that has the uncut film. Trouble is, professional guys won't touch it claiming copyright issues. The tape itself is obviously quite messy by now and definitely needs to be cleaned thoroughly before any DIY attempts.

Any help in this regard will be greatly appreciated.
