DAC or music player?

Hello everyone! I'm going to keep this short and sweet.
I have a galaxy s4 mini. I want hifi music obviously. I have TIDAL app downloaded and don't want to use it. So I need either a high quality music player that can download apps from app store or iTunes, or a good DCA possibly? I'm pretty lost, and need this forums help. Price range: max $250 USD
