Is this the best TV in the 40000 range?

Dont think always SONY is best. Now equvalently SAMSUNG/PANASONIC brands are good.
You dont beleive , even SONY acquire LCD screens from SAMSUNG as SAMSUNG is a large manufaturer of LCD/LED screens.
SONY's innovation is just a bravia engine to fine tune the picture. But other brands also brought the similar technology for finetuning the picture.
 
The D5000 is also a good model,but you may have to watch out for samsung panel lottery.

And,

The 100hz clear motion rate in the samsung D5000/5500 series isn't the same as last years,this year it uses backlight scanning.

The C5000 is a last years model.No idea whether there will be a 32" version of D5500.

Is there any reasons for why I shouldn't go for this if I were looking for a 32 inch LED TV

A 32" LED imo doesn't make sense.LED don't make much of a difference in power consumption in small 32" size.The only advantage is that the LED-lcd is thinner.

Unlike the D5500 which has more features, the D5000 is just a D550 with a different light source.

If i where you i would probably save some money and get a D550 .If you don't mind buying in grey market the sony CX520 is available for 26k and has a guaranteed SPVA panel.
