Lowest cost media players and how much?

Does these cheap media players upscale the video to 1080p ?, if yes, how is the upscaled video's quality ?

Hey guyz,
i am also looking for a media player in under 4k (basically to play hdrips as well as blue ray)
have to decide between asus o! mini
and amkette hd flash tv ? or any other choice
which one should i buy ?
