This dipole should easily give you 3dB gain max.
I pulled about 8 Srilankan channels a month ago. (October until Feb in India, ot should be possible to get continuously with negligible noise).

If you have space to install one, you can easily make one to pull channels that are farther than 250km very easily. And a gain upto 9dB is guaranteed.
