My friend is looking for a music system with 2L budget.
Floorstanding speakers, subwoofer and 2.1 amp.

What are good reliable choices for speakers in that range?
How should he split the budget for the 3 main components?

Go for pre-owned stuff, your friend will have a better system. There was an Arcam A39 amp for sale on the forum. Add monitor audio silver series floorstander. It is a great combination for my ears. Add a sub later. Buy reasonably good speaker cables and interconnects also pre-owned here on the forum.
