Suggestion for a 4K TV that upscales 720p/1080p well.

Will any 4k TV upscale the SD channel (480p) stuff?

I am told that 'upscaling' is a overused word; Although in general interpolation makes the picture better, technically it is not more than 20%. Some tend to feel that SD pictures are absolutely fabulous in old CRT televisions (I had a Sony trinitron bought some 20 years back and the picture is impeccable even now for the standard definition broadcasts), whereas on 1080p or 2160p displays it looks bad primarily because of a relative feel to HD or UHD sources. Having said that I am going though some 720p television shows that look great on 4K tv; even more interesting is 2D to 3D conversion which I thought was a farce, looks good on UH850T and it is more and more convincing.
