I use the Foobar2000 controller app for Android and it works like a charm.

Cant seem to make the android device discover foobar computer - tried both "auto" and "manual" - HELP !!

Maybe it's because the control file to be installed on pc is broken

Tried this app here, installed easily and works like a breeze.

Check the firewall on your computer. It may be blocking out the incoming connections.
