IGST on personal imports different?

Hey folks,
This week I received an international shipment via FedEx where the duty charged seemed excessive. I expected 14k approx at 28.5% but was billed just below 24k. Upon calling FedEx I was told IGST for personal imports was 28% while registered businesses paid 12-18% depending on the nature of goods. Is that correct? First time in hearing about this.

Yes, this is correct. Also, the import Duty will be 78.6% on the CIF Value plus 28% IGST. Rumors are they are going to increase the import duty in the upcoming budget too.
