If you plan for a future upgradable AVR then have you decided whether 5.1 or 7.1 is your future target? For a 5.1 setup to start with AVR you can get plenty of options with Denon, Onkyo, Yamaha around 25K Range (Denon 1311 / 1611, Yamaha RXV 367, Onkyo 509 or newer versions). Keep another 25 - 30 K for a good pair of front BS and rest for cabling and all. Sub upgrade should be on future track. If you target for 7.1 then increase your budget for AVR to 35 - 40 K. If you plan to get the amp imported from abroad then you can do some saving.

Regarding 2 channel setup I think in this budget some of the dedicated 2 channel amps that we got the chance to audition were frankly better sounding than the same via AVR in stereo mode. You will be able to make out the difference if you hear them one after another under the same setup. However if you have not heard much 2 channels in past then you can pretty well live with AVRs keeping in mind the future upgradability.
If you are interested to explore more on 2 channel setup then PM Asit da (you will find several posts in this thread) he has a very high taste in this area and is a proud owner of a very good 2 channel setup.
You have also not mentioned your source (CDP, DVDP, BDP, etc) so your setup depoends on that as well. However you should note that a setup tuned over time improves the experiance than what is at start.
