Why boils (bubbles) on the vinyl records?

Why boils (bubbles) appear on the vinyl records, especially on 7" records when it's stored for long time? Could be the reason by using incompatible grade polythene inner sleeve? Will these bubbles affect the playing and the sound quality? Any remedy for the affected records? Please share your experience. Thank you.
